Based on distrib::DistributionEngine

Engine used by CI/CD runners to distribute step executions.

This model is a thin wrapper around DistributionEngine preconfigured to run the cicd/steps::step treatment at current engine version. It serves as the local-side distributor handling a job runner worker spawned by the CicdDispatchEngine dispatcher.
